About This Audit

The compliance audit of the City of Coatesville Police Pension Plan covered January 1, 2021, to December 31, 2023, evaluating compliance with relevant legal and financial requirements. Conducted under Act 205’s authority, it aimed to ensure proper corrective actions were taken per prior audits and that the plan adhered to applicable laws, regulations, and policies. The audit confirmed compliance in these areas, emphasizing proper state aid determination, accurate employer and employee contributions, correct retirement benefits calculations, and accurate actuarial report submissions. Prior recommendations regarding excess pension benefits not aligned with the Third Class City Code and incorrect data leading to state aid overpayments have been addressed, with the city repaying $15,172 to rectify the latter. The audit was limited in scope and not performed under Government Auditing Standards, thus providing no opinion on the city’s general financial statements. Overall, the Coatesville Police Pension Plan was found to be effectively administered.
