The Penn Highlands Brookville facility underwent a review to determine eligibility for payments under the Tobacco Settlement Act, aimed at reimbursing hospitals for uncompensated care. The review evaluated the facility’s claims data and inpatient days as of June 30, 2024. The facility had no eligible extraordinary expense claims; thus, it is initially ineligible for payment under the extraordinary expense approach unless additional claims are submitted by October 31, 2025. The diagnosed inpatient and MA days for fiscal year ending June 30, 2023, matched the reported data, revealing no discrepancies. PHC4 will oversee verification, and adjustments on claims are needed to maintain eligibility. DHS will use verified reports to determine the facility’s eligibility under both extraordinary expense and uncompensated care methods; the facility may choose the preferred method for subsidy calculation if eligible for both. The engagement results have been communicated to relevant stakeholders.
