Commonwealth Charter Academy, Pennsylvania Leadership Charter School, Insight PA Cyber Charter School, Pennsylvania Cyber Charter School, and Reach Cyber Charter School – Performance Audit for the Period July 1, 2020 to June 30, 2023

The performance audit, covering July 1, 2020, through June 30, 2023, reviewed the operations of five of Pennsylvania’s cyber charter schools: Commonwealth Charter Academy, Pennsylvania Leadership Charter School, Insight PA Cyber Charter School, Pennsylvania Cyber Charter School, and Reach Cyber Charter School. The audit revealed significant revenue increases largely due to higher enrollment during the COVID-19 pandemic and tuition rates. This was linked to a longstanding funding formula under the Charter School Law (CSL), causing substantial fund balances to rise. Recommendations urged Pennsylvania’s Governor, General Assembly, and the Pennsylvania Department of Education to update the funding formula for better alignment with actual education costs.
