About This Audit

The Encompass Health Rehabilitation Hospital of York received an evaluation in line with the Tobacco Settlement Act that mandates payments for uncompensated care services by hospitals. The review aimed to determine eligibility for compensation under the extraordinary expense and uncompensated care methods. After assessing claims and data, no qualifying extraordinary expense claims for the fiscal year ending June 30, 2024, were identified, indicating no eligibility for the 2026 Tobacco Settlement under this method unless additional claims qualify. Compliance with data reporting and correction guidelines is emphasized for potential future eligibility. DHS will use verified data to calculate entitlement, allowing eligible facilities to choose their preferred calculation method. Facilities may submit additional claims if they believe these qualify, with submissions due by October 31, 2025. This process ensures transparency and accurate record-keeping. This report was distributed to key personnel and is available publicly for further inquiries.
