About This Audit
Between January 1, 2022, and December 31, 2023, a compliance audit was conducted for the Frankstown Township Fireman’s Relief Association in Blair County, Pennsylvania. The audit aimed to verify corrective actions from prior issues and assess compliance with state laws and financial procedures. The findings revealed appropriate corrective actions for past issues, but significant non-compliance was noted concerning state laws and financial procedures, particularly unauthorized expenditures and inadequate financial record-keeping. These issues might lead to withholding state aid in future distributions. Unauthorized expenditures included payments for sales tax, reimbursements for gas used on fire service calls, and maintenance for non-association owned vehicles, totaling thousands of dollars outside authorized expenses. Relief association officials are responsible for maintaining fiscal discipline, but the audit identified lapses requiring attention. The management’s cooperation in the audit process was appreciated by the auditing party.
