About This Audit
The Pennsylvania Department of Human Services’ administration of the Low-Income Home Energy Assistance Program (LIHEAP) was audited by the Department of the Auditor General to evaluate eligibility determinations and benefit authorizations. The audit covered July 1, 2021, through June 30, 2022, and identified errors, including improper payments amounting to $5,632 in cash benefits and $281 in crisis benefits due to DHS caseworker and computer system mistakes. The report makes three recommendations to address these deficiencies. While the monitoring process by DHS was found to be effective, the issue of improper payments was similar to those found in a 2018 audit, marking them as partially resolved. DHS agreed with the findings and committed to implementing two of the three recommendations.
