About This Audit
The compliance audit of Rochester Borough’s Non-Uniformed Pension Plan, conducted under the Municipal Pension Plan Funding Standard and Recovery Act, assessed the plan’s adherence to state laws and regulations from January 1 to December 31, 2023. The audit focused on the timely deposit of state aid, proper calculation of employer contributions, correct employee contribution processes, accurate retirement benefit calculations, and compliance with actuarial reporting requirements. Results indicated compliance with applicable laws and regulations. The pension plan is part of the Pennsylvania Municipal Retirement System and, as of December 31, 2023, included six active members and five retirees. The use of terminated employee forfeitures was noted to meet funding requirements, and findings were discussed with Rochester Borough officials. The audit confirms that the pension plan’s administration complies with legal and regulatory standards.
