About This Audit

A compliance audit was conducted on the Shavers Creek Valley Community Volunteer Firemen’s Relief Association in Huntingdon County, Pennsylvania, covering the period from January 1, 2022, to December 31, 2023. The audit aimed to assess compliance with state laws, contracts, bylaws, and administrative procedures regarding the receipt and use of state aid. While the relief association was largely in compliance, the audit uncovered issues including unauthorized expenditures ($250 spent on an affiliated fire company bond policy), inadequate meeting minutes, and inappropriate pre-signing of blank checks. The audit recommended reimbursing $500 for the unauthorized expenses and ensuring compliance with the VFRA Act. Management acknowledged the findings and reimbursed the relief association for unauthorized expenditures. The audit provided a reasonable basis for its conclusions, underlining the importance of adhering to statutory guidelines for financial transactions within relief associations.
