About This Audit
The compliance audit of the Shenandoah Borough Non-Uniformed Pension Plan, for the period from January 1, 2019, to December 31, 2022, aimed to ensure adherence to applicable state laws, regulations, contracts, and administrative procedures. Conducted under the Municipal Pension Plan Funding Standard and Recovery Act (Act 205 of 1984), the audit verified proper calculations and deposits of state aid, employer, and employee contributions, examined retirement benefit disbursements, and confirmed the submission of actuarial reports. The audit concluded that the pension plan was generally compliant, except for an overpayment of state aid due to incorrect data on Certification Form AG 385, resulting in a $4,797 overpayment. The borough is advised to return the excess aid with interest and to improve internal controls for data accuracy. The report acknowledges the cooperation of Shenandoah Borough officials during the audit process.
