About This Audit
A compliance audit was conducted on the West Penn Fire Co. No. 1, Inc. Firemans Relief Association for the period from January 1, 2022, to December 31, 2023. The audit aimed to assess whether the relief association adhered to state laws, contracts, bylaws, and administrative procedures, especially concerning the use of state aid and funds. The audit revealed significant non-compliance due to several issues, including undocumented expenditures, inadequate meeting minutes, incomplete equipment records, and the inappropriate pre-signing of blank checks. These findings indicate the relief association did not fully comply with necessary regulations, potentially resulting in the withholding of future state aid. Despite providing bank statements, the relief association failed to produce copies of canceled or imaged checks, hindering the verification of check signatories as required. The management of the relief association has been advised to address these issues promptly to improve compliance and financial management.
