Since the start of my administration, we have worked to transform our department to ensure the best auditing practices are in place to protect taxpayer dollars. Our auditors were assessed by the best in the business and received the highest ranking possible, proving we are implementing the best approaches to auditing while maintaining the highest standards of integrity.

Every three years, we participate in a rigorous peer review of our system of quality control. A system of quality control encompasses our department’s organizational structure, as well as the policies adopted and procedures established to provide it with reasonable assurance of conforming to Government Auditing Standards, issued by the Comptroller General of the United States, and applicable legal and regulatory requirements in all material respects.

The most recent peer review report, which was issued June 12, 2024, gave our department a review rating of Pass.

Pass is the highest level of assurance that an external peer review team can provide related to a department’s system of quality control.

In their report, the reviewers concluded that our department’s system of quality control applicable to financial audits, attestation engagements, and performance audits conducted in accordance with Government Auditing Standards has been suitably designed and was complied with during the period of April 1, 2023, to March 31, 2024.

As designed, this system of quality control provides our department with reasonable assurance of performing and reporting in conformity with Government Auditing Standards in all material respects.

The peer review was conducted under the auspices of the National State Auditors Association (NSAA) in conjunction with the National Association of State Auditors, Comptrollers, and Treasurers (NASACT). Through its Peer Review Program, NSAA conducts peer reviews of state auditors. The organization uses standards developed by the NSAA Peer Review Committee and approved by NSAA members. The reviews must be conducted by reviewers independent of the audit organization; our review was conducted by auditors from various state audit organizations, as well as the US Department of Health and Human Services.

Peer reviews are conducted every three years; our next external peer review will take place in 2027.
